Moulin is the French word for "mill".  The Moulin Rouge is tourist night-club with a history dating back to its founding in 1889 by Joseph Oller and Charles Zidler.  It is probably most famous for the Zidler can-can girls.  The original building was quite a contrast to the rest of Paris and the Red Windmill is still there today.  The French painter Henri Toulouse-Lautrec (1864-1901) captured the Moulin Rouge in paintings.
